db150.zip bug?

When compiling an .sgml file with db150.zip, one gets
a lot of errors regarding the generated .tex file.
JadeTex says:
! Text line contains an invalid character.
l.2924 {^^@
^^@}defsbNom%
many times, depending on the document.
In the .tex file, one can see:
...
{EN}\def\Country
{^@^@}\def\sbNom these are NULLs
{6\p@}\def\sbMin
...
I have no clue what these commands are, but by replacing
the nulls with "6\p@" seems to fix it.
