In this situation, we usually keep the
> <sect1>
> <title>This is Section 1</title>
and
> </sect1>
markup in the file (sect1.sgml) itself. It makes each file more
self-contained, easier to read, and as you are discovering, easier to
insert new elements in Emacs PSGML mode. If you need to keep track of
things in the master document, you can alwyays add a comment line, like
this:

§1-file;
