Good place to start looking is the list of OASIS members at:

  http://www.oasis-open.org/about/

There are some very well-respected consulting companies on that list
that have been doing SGML work for a long time, and XML of course now
as well -- including one at least that (I think still) has a
consulting arm based in Dallas.

By going with a consulting organization from that list, the company
you're working with should get experienced consulting based on support
for open standards, which is what OASIS is all about.

Make sure to look through the Contributors list, not just the Sponsors.
