Actually, no it doesn't. We can use parameter entity references that 
can be redefined in the internal DTD subset to set the namespace 
prefix for XInclude. The tricks are standard and well-known, and used 
in MathML, SVG, XHTML 1.1, and many more applications. And since SVG 
and MathML are already on the table this is nothing new for DocBook.
