Just to make sure, by legacy I meant the ablility to put information about
the old document into the file if you are marking up legacy documents, not
that the tag will be going away.  Sorry if it caused any confusion.

The question then becomes why.  Is this page break at any natural boundary?
Do you have sections in the chapters?
You could try putting an attribute on the next block tag after the boundary
and write a driver file (DSSSL/XLST) that makes a new page when that
attribute is set.
