The problem is similar with SGML. Here there would be another
solution, which would be to use the sub-document feature of SGML,
which is not available in XML. But (as using XInclude-like
functionality in XML, if you still want your documents to be valid),
this requires to extend the DTD. There is an example of this (based
on the 3.1 DTD) in the docbook-dsssl source, under contrib/subdoc/,
but it is quite rough (see limitations in subdoc.dsl).
