Seams resonable, if people can't live with current elements.

I'm strongly against removing programlisting from DTD. This element is
widely used (at least in my docs :-) and it can be used to marking up
something as fragment of program code. Proposed filecontents element
seems to me realy too file oriented -- i.e. you should use it only for
whole files or for things which are stored in file.
