Neither title/caption nor h[n]/caption are redundant if used appropriately, just as title and subtitle are not "duplicated markup".

If the author wants to provide a title and a description, then he could use title and caption (eg h[n] and caption in XHTML.). Descriptions of tables can add significantly to the quality of a document.

If you think that's not a good idea, you would use title and no caption.
