Yes.
But if you look closely, you'll see that tbl.entry.mdl is defined
in dbpoolx.mod as
<!ENTITY % tbl.entry.mdl "%para.char.mix; | %tabentry.mix;">
which expands to the proper XML content model.
If you're trying to use calstblx.dtd all by itself, you'll have to
define the CALS parameter entities in a manner that's appropriate for
both your application and for XML.
