I agree with Norm that in addition to the main schema in RNG, the TC
should offer DTD and WXS versions of the schema.
This is becoming common practice:
http://www.w3.org/TR/xhtml2/
"This version includes an early implementation of XHTML 2.0 in RELAX NG
[RELAXNG], but does not include the implementations in DTD or XML Schema
form. Those will be included in subsequent versions, once the content of
this language stabilizes."
http://www.w3.org/TR/SVG12/
"This version does not include the implementations of SVG 1.2 in either
DTD or XML Schema form. Those will be included in subsequent versions,
once the content of the SVG 1.2 language stabilizes. This document
references a draft RelaxNG schema for SVG 1.1."
People who use WXS-based tools will be happy to have an official WXS
version as part of the standard. (not just some locally generated
version which can be different from the one that the next guy generated)

Why do you think they should not provide a WXS version?
"-0 for xsd?" doesn't tell us much.
