I'd have to find the minutes where we disposed of it. My recollection is that
we didn't want to allow bibliography inside sections.

Uhm, I recall discussing it, I wouldn't go so far as to say I proposed
it. :-)

Similar but not the same. This is a request for bibliography in refentry which
is a little easier to justify (perhaps) than bibliography in a section.

| open for quite a while, it's not clear what current status is, or
| what we're waiting on. I think we may just be awaiting a final TC
| vote on it, but not sure.
It's not going to be backwards compatible in any event, so it won't make it
into 4.3.
