On reflection the root of my problem stems from trying to make a single DTD
do two slightly different things - help authors edit document fragments, but
also validate complete infosets. I'm contemplating deriving a custom
XInclude-aware DTD for reference by source files, but reverting to the
standard DTD at processing-time after XInclude replacement. If I get time to
implement and it works out for the group, I'll report back.
