Yes, it's very easy to modularize docbook.

You can use a script to grab the title from each article and build your
menu.

You can view the docbook files using a browser since they're just xml
but they probably won't look pretty.  You're better off processing them
into html and pdf.  Or you can use something like Apache Cocoon to process them
on-the-fly.
