There is no simple answer to this question, it depends entirely on
your specific requirements. For initial development the cheapest
solution would be one of the simulators or the synthetic Linux target,
since those require no extra hardware at all, just a host PC. Of
course they may not provide the functionality needed by your
application.
When it comes to real hardware a good starting place is
http://sourceware.cygnus.com/ecos/hardware.html, which has links to
manufacturers' web pages so that you can compare the various boards.
