FYI,
I could build sh-elf with following tool sources:
Cygwin 1.1.0
binutils-000508
egcs-core-2000417
egcs-g++-20000417
insight+dejagnu-20000508
host: WindowsNT4.0 SP3
Simply, it can build according to URL instruction as follows.
