The processors currently supported
(http://sources.redhat.com/ecos/hardware.html) are either 32-bit ones
or 64-bit ones used in 32-bit mode. The closest to a 16-bit processor
would be the ARM running in thumb mode. So far Red Hat has not been
contracted to port to e.g. the Siemens part, and nobody has
contributed such a port either.
It should be possible to run eCos on some 16-bit processors. The main
prerequisite is that there is a gcc port to that processor - using any
other compiler is unsupported. I do not know the current state (if
any) of gcc for the C167, you may want to check the gcc mailing lists
for more information.
