That's the same as the CPU on the evaluator-7T port, and the soon to be

Yes.

Look at the porting guide on the website:
http://sources.redhat.com/ecos/docs-latest/
As it recommends, it's better to choose a port closest to your own, so
perhaps the evaluator 7T is a good choice.
