I take it from the subject (arm simulator) that you don't have access to
the hardware yet.

It depends on what the target application does and how close to the
hardware it is. If it's too close, then a simple simulator may not be
enough to help you as it would need to simulate all the various devices on
your system.

So to turn it around, what do you think you should be able to do?
