[ECOS] More documentation: C API

For anybody that is interested, my company is releasing a reference
manual for the C API of eCos.  This is already an official C reference
manual located at: http://sources.redhat.com/ecos/docs-latest/ but
you may find our document useful just the same.

Our internal reference document can be found here:

Again, the documents are still in flux and there may be errors or
omissions in the document.  If you find an error, please let me know
and I will fix them.  Feedback is welcome and appreciated.  Note that
our documentation is based on the kapi.c files, so prototypes may
differ somewhat from the official documentation.
