Actually, for Windows users 8.2 is still fine. In fact even 8.0 should
still be good enough for most purposes, that is the version shipped
with current net cygwin. For Linux users the synthetic target code I
am working on requires 8.3 or greater, but there are no plans to port
any of that code to Windows.

The situation may change in future, but until cygwin starts shipping
with more recent versions of Tcl it is desirable to stick to 8.0 as
the baseline for Windows.
