I believe that this problem can be fixed by getting a newer version
of CygWin.

Also, *PLEASE* don't try to use 1.3.1 - it is too old and 
decrepit.  Get the latest CVS (or a snapshot).

Finally, rely on the public mailing list for answers/help.  You'll
normally get answers within a reasonable time period.  Private
(personalized) assistance is available if you want it, but only
on a contract basis.
