is that any problem in my gnu tools?

I believe that this problem can be fixed by getting a newer version
of CygWin.
Actually this problem is _because_ it's a new version of cygwin ;-). The best solution is to use the updated configuration tools linked from http://sources.redhat.com/ecos/anoncvs.html

Also, *PLEASE* don't try to use 1.3.1 - it is too old and decrepit. Get the latest CVS (or a snapshot).
Definitely. We'll be putting together an ad hoc bundle so people don't have to install via 1.3.1 soon.
