Yes it looks complete, assuming there are more directories under the include and lib directories. The getting started manual should help you work out how to build an example program and load it on the target. Note that for most targets you need to install a ROM monitor like RedBoot first, which is generally documented in the redboot manual also at the above link. If you need more help, just ask here on the list.
