How to disable GDB STUBS?

In my redboot_ROM.ecm file I added an entry:
cdl_option CYGDBG_HAL_DEBUG_GDB_INCLUDE_STUBS {
inferred_value 0
};
But still all the code under #ifdef CYGDBG_HAL_DEBUG_GDB_INCLUDE_STUBS
is getting compiled. How can I undef it?
