Unfortunately it isn't as simple as that. 1.3.1 is needed on Windows to initialize certain values, and act as the basis for upgrading to anoncvs.

When we get 2.0 beta out (which won't be before FOSDEM now, unfortunately, due to some tools difficulties) we will obsolete 1.3.1 as soon as we can.
