I'm a bit new to manipulating the flash but....

You need to define the following macros:
CYGHWR_FLASH_WRITE_ENABLE()
CYGHWR_FLASH_WRITE_DISABLE()

If you don't they are a no-op and you'll never put the power to flash.

I am working on Intel FLASH 28F160C3B Chipset Device driver.

I have modified "28fxxx port" to support 28F160C3B. I have compiled and
Installed in my system using ROMRAM Startup Type.

When I am try to initialize the FLASH using  "fis init" command I am getting
the following message:

Did anyone come across this type of error..?
Please guide me to solve this problem.
