I had the same problem and found that this is known bug when using the
latest Cygwin - http://bugs.ecos.sourceware.org/show_bug.cgi?id=1000095

Hello. I'm new user of eCos. My platform is Windows 2000 and I have
installed the lastest version of cygwin before installing eCos. But
after
installed the eCos with the pre-builded toolchain for PowerPC, I
couldn't
invoke configtool.exe correctly. It couldn't find any valid version
subdirectories and exited atuomatically. The cygwin's installation
directory is "E:\cygwin" and the eCos' is "/opt/eCos". I'm very confued
and
need your help.
