The network stack is initialised in src/net/net_io.c:net_init(). You
wont find an explicit call to this. Instread HAL tables are used to
make a list of functions that need to be called at initialiszation
time. In src/main.c:cyg_start there is the code:

    for (init_entry = __RedBoot_INIT_TAB__; init_entry != &__RedBoot_INIT_TAB_END__;  init_entry++) {
        (*init_entry->fun)();
    }

This is walking the list calling all the initialisation functions.
