IP Routing

Gentlemen,
In advance thanks for the help. I have setup two interfaces eth0 and eth1
with IP Routing enabled(ipforwarding=1; In ip_input.c).
(SmartBit controler 1)Source ---> eth0 ------>eth1 ----->target (SmartBit
controler 2)
If I push more than around 200 packets/sec, only 50 (exactly 50) packets
(60 Bytes each) gets through to XXX_send function and received by target.
If any body has any idea about this, would help me and save quite bit of
ip layer debugging time. Thanks.
