The eCos Configuration Tool 2.11 is pretty old...
Follow the instructions from here http://ecos.sourceware.org/getstart.html
to install eCos 3.0 (~17M to download without toolchain(s)).
Then you'll find 'eCos Configuration Tool 3.0' (configtool) under
<INSTALL_DIR>/ecos-3.0/tools/bin
If CT 2.11 is exactly what you looking for, get it from here, for example
http://www.mirrorservice.org/sites/sources.redhat.com/pub/ecos/ct2/old/
