Okay, I'll fix that shortly. Its empty except for the include
of hal_misc.h. We can probably eliminate it altogether.

Yes. And possibly subdivided between chipset functionality and
board functionality.
And I need to rename xscale/core to (maybe) xscale/cores.
Note to self: Don't name files/directories "core".
