new cygwin shell tcl

Subject: new cygwin shell tcl

All,

Just updated cygwin 1.3.18-1 an updated the tcl was installed, it is no
longer cygtclsh80 but tclsh83,  I'm in the middle of testing the new cygwin
tree, including a new gcc 3.2

Will be posting a fixes to the tcl scripts after testing this out.
