H8/300 HAL update

I have just committed the attached patch to the repository. It
incorporates Yoshinori Sato's patches for the H8/300H and H8S targets
together with a few updates from me.

These patches have currently only been tested on the H8/300H and H8S
simulators in GDB, they have not been run on any real hardware. Anyone
who has real hardware and is willing to test these HALs there is
encouraged to do so. Any resulting patches would be welcome.

This version of the HAL depends on some patches to the the compiler
and GDB. These patches can be downloaded from:
