Subject: fix to make sysctl1 execution batch-mode-execution friendly

latest test added in bsd_tcpip (sysctl1) doesn't call CYG_TEST_EXIT at the
completion of test, as a result the test can't be used in batch mode test suite
execution, because no way to reach CYGHWR_TEST_PROGRAM_EXIT.

attached patch fixes this.
