Fix for AT91/EB40a dropping chars

Subject: Fix for AT91/EB40a dropping chars

I've done some more testing @ 115200 and it appears to be pretty 
stable(it ran overnight).

I followed up on ISR interrupt priorities a bit.

On the EB40a CYGNUM_KERNEL_COUNTERS_CLOCK_ISR_PRIORITY=1
and serial ISR = pri 4.

Do serial interrupts preempt timer ISRs on an EB40a?
