[ECOS] Support for Philips ARM LPC2136/8 and LPC2146/48

Hi,

 Attached is a patch with support for Philips LPC213/8 and LPC2146/48.
It has been developed for a Hobby-Robotics board I will be releasing
soon. The code is mostly in "packages/hal/arm/lpc2xx/iH1_proc_lpc_1", 
there are also updates to register definitions for USB versions LPC2146/8.

 To use it try "Hobby-Robotics iH1_proc_lpc1_1 board" template, should work
with other boards based on these processors.

 Code is quite usable, just keep in mind that RAM is precious again and
try to use FLASH instead.
