Take a look at

You should put this into packages/languages/tcl/jim/...
and name all your CDL CYG???_TCL_JIM_*
The .sgml file does not belong in this package, i don't think. You
have a few file headers that need cleaning up. There also seems to be
a few tab/space problems in the CDL file.
So please spend a little time reviewing your own patch and clean it up
before submitting it again.
Im also not so keen on having jim twice in the tree, especially while
there is active development on athttpd. There is a big danger there
are changes applied to one tree and not the other. So please submit in
the same patch the removal of the athttpd copy of jim.
