s390 31 & 64 bit patches against cvs repository of aug18th

Hi Andrew,

Here are the latest gdb patches against the cvs repository of aug18th.
I have been unable to test these final patches on 64 bit as we are
currently undergoing a hardware
upgrade which may take a while.

These patches hopefully work on 64 bit & if they don't there is only 2 or 3
lines to fix.

I removed all non multiarch ifdeffed code so the patches are a bit
different.
