[PATCH/RFA]: Use opcodes VAX disassembler

- Subject: [PATCH/RFA]: Use opcodes VAX disassembler
The opcodes library has a VAX disassembler, which was introduced in
1998. gdb also has a VAX disassembler, which predates the CVS
repository. This duplication is not necessary. This patch makes gdb
use the disassembler in the opcodes library.

(vax_print_insn, print_insn_arg): Remove static functions.
(_initialize_vax_tdep): Use print_insn_vax rather than
vax_print_insn.
