It appears to be emacs20.  As my OS vendor has recently stopped
shipping it, I think it's time for an upgrade :)

One annoying thing I noticed about M-q and tabs is that it retabifies
if it re-indents, but not if it likes the current indentation.  Maybe
that's been changed.
