[PATCH] Convert utils/sparclite to autoconf 2.59


This is intended to bring utils/sparclite up to autoconf 2.59 standards,
with no behavioral changes.  (Indeed, there were no substantive changes
in the Makefile.)  I found dead code while I was at it.

According to the files, this is part of GDB, hence the submission to GDB.

This seems to be a moderately inactive directory.  Please tell me if it should
be blown away instead.  Or if there are desired behavior changes which
affect this patch.

This is step 1/n in converting the src repo to autoconf 2.5x, which I'm
quite sure is a good idea.  (It will also allow the top level to be converted,
which I've been hoping to do over at GCC -- configure scripts must, however,
be converted from the 'bottom directory up' for various reasons.)

Approval/permission to the list please, since my personal mail is in a flaky
state.
