[patch/testsuite/copyright] whatis.c: add copyright notice


This patch adds a copyright notice to whatis.c.

Date sources:

  cvs history
  ChangeLog
  gdb releases going back to gdb 4.13
  dejagnu 0.9, which had gdb test programs

Tested on native i686-pc-linux-gnu for line number gremlins.

I am committing this now.
