I'm going to fix a lot of infrastructure before adding the first
FORTRAN program.

After years of infrastructure neglect, I'm not going to add more
features that depend on crappy infrastructure.  Nobody's cleaned up the
last round of code duplication from adding ADA yet.

And with FORTRAN in particular, people want to test non-gcc
FORTRAN compilers.
