[PATCH/RFA] First stab at cleaning up tm-mips.h


This makes the mips*-tdep.c files and mipsnbsd-nat.c use the newly
introduced symbols in mips-tdep.h.  I didn't touch the othe *-nat.c
files yet since I can't test them.
