The choice depends on whether we expect someone to work on
implementing at least some of these commands shortly.  If we do, it is
better to leave them visible in the manual, so that potential
volunteers would see them, which means the latter possibility.

If we don't think they will be implemented soon, it doesn't make sense
to me to leave them in the manual.
