[commit] Add copyright header and reformat comment in test C file...


Just FYI, I noticed this while reviewing a patch that I thought had gone
unreviewed.  So I fixed it quickly.

        * gdb.base/watchpoints.c: Add copyright header.  Reformat one
        of the comments.
