This seems fine to me.
I wonder if we still need or want old-ish configury goo like:
Douglas> -#ifndef strchr
Douglas> -extern char *strchr (const char *, int); /* X3.159-1989 4.11.5.2 */
Douglas> -#endif
It seems to me we can just use gnulib instead.
