RFA: remove -epoch, aka PR 7719


gdb's "-epoch" flag is long past obsolete.  Epoch hasn't been seen in a
long, long time ; and no current version of Emacs uses this flag.

This patch removes it entirely and removes some resulting dead code as
well.

Built and regtested on x86-64 Fedora 16.

This needs at least a doc review.
