Hi Wei-cheng,
I am not sure I understand the motivation behind your question, but IMO
you could send the patches right away if they're ready (which I assume
so, from what you wrote). No need to wait after the release of 7.7,
also because it will take some time until there...

What I would do is to contribute the patches at the same time, maybe as
part of a patch series, with the first part being directed to binutils,
and the other parts to GDB. I'm not a maintainer though, so you may
wait some days before you start sending things.
