I saw the same broken behavior in gdb 5.3, just as described.
It works fine for me in the cvs version of gdb (checked out on 2002-12-31). cvs gdb has readline 4.3, a new version of readline.
I'm running on i686-pc-linux-gnu, red-hat-8.0.
If you can, download the cvs version of gdb, or pick up a snapshot from ftp://sources.redhat.com/pub/gdb/snapshots/current/gdb+dejagnu.tar.bz2 . Build gdb and let me know if reverse-search works on your system.
